According to experts, Trump’s conduct has potential criminal exposure:
A federal statute makes it a crime when one “knowingly and willfully … attempts to deprive or defraud the residents of a State of a fair and impartially conducted election process, by … the procurement, casting, or tabulation of ballots that are known by the person to be materially false, fictitious, or fraudulent under the laws of the State in which the election is held.” A Georgia statute similarly provides that a “person commits the offense of criminal solicitation to commit election fraud in the first degree when, with intent that another person engage in conduct constituting a felony under this article, he or she solicits, requests, commands, importunes, or otherwise attempts to cause the other person to engage in such conduct.” …The hard part for prosecutors would be proving Trump’s state of mind, because the statutes require proof of knowledge and intent. Prosecutors would have to show that Trump knew that Biden fairly won the election, and Trump was asking for Georgia officials to commit election fraud. And it’s not clear prosecutors could make that case.
At least 12 Republican senators plan to challenge Biden’s Electoral College win on Jan. 6, when Congress is set to officially count the votes. The effort is being led by Sen. Ted Cruz (R-Tex.) and includes Sens. Ron Johnson (R-Wis.), James Lankford (R-Okla.), Steve Daines (R-Mont.), John Kennedy (R-La.), Marsha Blackburn (R-Tenn.), and Mike Braun (R-Ind.), as well as new Senators Cynthia Lummis (R-Wyo.), Roger Marshall (R-Kan.), Bill Hagerty (R-Tenn.), and Tommy Tuberville (R-Ala.). Separately, Sen. Josh Hawley (R-Missouri) is pursuing a similar plan.
"Congress should immediately appoint an Electoral Commission, with full investigatory and fact-finding authority, to conduct an emergency 10-day audit of the election returns in the disputed states. Once completed, individual states would evaluate the Commission’s findings and could convene a special legislative session to certify a change in their vote, if needed," the senators said in a joint statement. “Accordingly, we intend to vote on Jan. 6 to reject the electors from disputed states as not ‘regularly given’ and ‘lawfully certified’ (the statutory requisite), unless and until that emergency 10-day audit is completed."
Their plan is not going to succeed in preventing Biden from taking office, as majorities in both the House and the Senate would need to support a challenge against a state’s electoral votes. For an objection to be made, at least one member of both the House and Senate would need to submit it in writing. Then, the House and Senate separately convene to consider the issue. Debate is limited to two hours for each objection. After debate concludes, the House and Senate vote to uphold the objection and throw out the state’s votes. If the majority of the House AND the majority of the Senate does not uphold the objection, the state’s electoral votes are counted as cast.
Vice President Mike Pence’s role is simply to preside over the joint session, opening and presenting the certifications from each state. In his absence, the Senate pro-tempore Sen. Chuck Grassley (R-Iowa) will lead the session. At the end of the process, the presiding officer announces who has won the majority of votes for president and vice president.
The most immediate danger from Trump and Cruz’s doomed election gambit is rightwing terrorism and general violence: Trump, in particular, is inciting his supporters to swarm D.C. on Jan. 6. “JANUARY SIXTH, SEE YOU IN DC!” Trump tweeted last week. Four rightwing rallies are scheduled, including one headlined by George Papadopoulos and Roger Stone. The Proud Boys and other extremists are planning to attend the rallies and may set up an “armed encampment” on the National Mall, according to the Washington Post. On social media platform Parler, the leader of the Proud Boys said that members will be there “incognito” and may “dress in all black” to impersonate leftwing protestors.
Enrique Tarrio: "The ProudBoys will turn out in record numbers on Jan 6th but this time with a twist...We will not be wearing our traditional Black and Yellow. We will be incognito and we will spread across downtown DC in smaller teams."
Rep. Louie Gohmert has more explicitly tried to incite violence, saying the failure of his legal challenge to the election means “you gotta go the streets and be as violent as Antifa and BLM.” (clip)
At the same time, pro-Trump lawyer Lin Wood suggested that Pence could “face execution by firing squad” for “treason” if he doesn’t go along with the attempt to subvert the election.
Obstructing the transition
Biden’s transition director has accused the Office of Management and Budget of stonewalling the incoming administration’s team. OMB Director Russ Vought is not allowing key staff to meet with the transition team to help prepare the president-elect’s first annual spending plan, a move that could delay major proposals. Vought pushed back on the charges, saying that his agency needs to focus on finalizing the Trump administration’s regulations before the president leaves office.
“OMB leadership’s refusal to fully cooperate impairs our ability to identify opportunities to maximize the relief going out to Americans during the pandemic, and it leaves us in the dark as it relates to Covid-related expenditures and critical gaps,” [Biden transition Exec. Dir. Yohannes] Abraham said.
Earlier last week, Biden himself said Trump officials are not cooperating with his team, singling out the Defense Department for obstructing information on crucial national security issues. “Right now, we just aren’t getting all the information that we need from the outgoing administration in key national security areas. It’s nothing short, in my view, of irresponsibility,” Biden said. The Defense Dept. finally scheduled meetings with the incoming team this week, after not briefing the transition for weeks.
The timing of the resumption in meetings is notable because it comes after the one year anniversary of the U.S. assassination of Iranian Maj. Gen. Qassem Soleimani on Jan. 3. NATO officials are reportedly worried about the lack of coordination from the Trump administration: "We need the incoming Biden administration to be fully briefed and ready to deal with these very dangerous issues facing NATO's security."
Sabotaging the Biden Administration
U.S. Agency for Global Media CEO Michael Pack is taking steps to keep control of Radio Free Europe and Radio Free Asia during the Biden administration. As chairman of the boards of Radio Free Europe and Asia, Pack and his fellow members have added binding contractual agreements that will make it impossible to remove him or other pro-Trump allies from the board in the next two years.
In other words, although President-elect Joe Biden has already signaled he intends to replace Pack as CEO of the parent agency soon after taking office in January, Pack would maintain a significant degree of control over the networks.
The State Department is likely to designate Cuba as a state sponsor of terrorism “as an 11th hour effort to create hurdles for the incoming Biden administration.” The label, which requires the approval of Secretary of State Mike Pompeo, would undo a major accomplishment of the Obama administration. To take Cuba back off the list, the Biden team would need to conduct a formal review, a process that might take several months.
Such a designation would impose restrictions on US foreign assistance, a ban on defense exports and sales, certain controls over exports and various financial restrictions. It would also result in penalization against any persons and countries engaging in certain trade activities with Cuba.
The Trump administration has been rushing to finalize a myriad of rules before Biden’s inauguration. Since Election Day, the Trump administration has issued about three to four times as many new regulations as it did during other periods of Trump’s presidency. Rules that haven’t been finalized or taken effect can be suspended by an incoming president, which Biden has said he intends to do. By contrast, rules that are finalized can take months, or even years, to undo.
“As a general rule, it takes at least as much process to undo or modify a rule as it does to put the rule in place,” said Jonathan H. Adler, a professor and an administrative law expert at Case Western Reserve University School of Law. “The Trump administration is magnifying that challenge for the Biden administration.”
Trump loyalists are urging the president to stymie Biden’s efforts to rejoin the Paris climate agreement and the Iran nuclear deal. Sens. Ted Cruz and Lindsey Graham are working to get the agreements submitted to the Senate for ratification, requiring a two-thirds vote, with the goal of failure. While such an outcome wouldn’t prevent Biden from rejoining the accords, Cruz and Graham hope it would make their resurrection more problematic.
A vote against them would signal GOP opposition to the world and, they hope, undermine any unilateral action by Biden to rejoin the agreements. One senior congressional aide told RCP that sending them to die in the Senate “would be the final nail in the coffin.”

Trump money and properties
Manhattan District Attorney Cyrus Vance is employing forensic accounting specialists to examine Trump’s finances and business operations. Vance is looking “for anomalies among a variety of property deals” and trying to determine “whether the president’s company manipulated the value of certain assets to obtain favorable interest rates and tax breaks”.
The analysts hired by Vance probably have already reviewed various bank and mortgage records obtained from Trump’s company as part of the ongoing grand jury investigation, and they could be called on to testify about their findings should the district attorney eventually bring criminal charges
In yet another shady business deal connected to Trump, the United States sold the ambassador’s residence in Israel for more than $67 million. The person who bought the residence is none other than Trump mega-donor Sheldon Adelson. The property only became available due to Trump's controversial decision to relocate the U.S. Embassy from Tel Aviv to contested Jerusalem. Furthermore, State Dept. representatives reportedly lied to Congress about the sale, perhaps to hide that Adelson purposefully overbid.
For now, there is no alternative residence for the ambassador, David Friedman, Trump’s former lawyer, who currently uses a suite at Jerusalem’s King David Hotel or rooms at the former Jerusalem Consulate General when he spends nights in Jerusalem… As a result, the United States appears likely to end up leasing the residence it has owned since 1964 from the GOP-affiliated casino mogul. “It is very strange that we are now paying Sheldon Adelson,” a congressional aide told The Daily Beast. “It is not above board. We have a number of questions. Did they get two independent appraisals? Was it a sweetheart deal? Was Adelson the highest donor? Was there a reason to sell it now?”
Trump’s businesses have taken in $10.5 million of donor money over the course of his presidency. $8.5 million came from the Trump campaign and related entities that Trump controls directly; $2 million came from other Republican candidates and committees. The biggest beneficiary was Trump’s NYC hotel, taking in $3,039,979 over the four years of his presidency, with $891,003 of that in just the final four months of the campaign. Trump’s DC hotel is ramping up room prices and requiring a two-night minimum stay for two key events this month, as the president tries to squeeze more profit out of his office. On Jan. 6, when Congress is set to formally count the votes cast by the Electoral College, room rates are listed at over eight times the price of surrounding dates. Trump is encouraging his supporters to attend a protest of Biden’s win on the 6th. A room during the inauguration costs five times the normal rate, at $2,225 per night. Trump’s Turnberry Resort in Scotland posted a £2.3 million ($3.1 million) loss in 2019, marking the sixth year in a row it has failed to turn a profit under his ownership. Since Trump took over the historic property in 2014, its losses now total nearly £45 million ($61.5 million).
The fact Turnberry remains in the red comes in spite of significant tranches of payments it has received from the US government during Mr Trump’s single term in office… the US Secret Service spent nearly £25,000 to accommodate its agents at the resort during business trips by Mr Trump’s son, Eric, an executive vice-president of the family firm. Since Mr Trump’s election, the property has received close to £300,000 from the Secret Service, US State Department, and US Defence Department
A Florida state lawmaker is calling for Mar-a-Lago to be penalized - and possibly shut down - for flouting coronavirus restrictions during a New Years Eve party. While Trump and the first lady did not attend, son Don Jr., attorney Rudy Giuliani, Rep. Matt Gaetz, and Fox News personality Jeanine Piro were captured on video among the maskless crowd. Guests paid as much as $1,000 for access to the ballroom to be entertained by Vanilla Ice.

Are you ready for a Donald J. Trump Airport? According to the Daily Beast, Trump has been asking aides about the process of naming airports after former U.S. presidents. Further reading: “Jared Kushner’s family real estate business wants to raise at least $100 million in capital through Israel’s bond market… Kushner has helped spearhead a series of moves that have been applauded by the conservative pro-Israel community, including moving the U.S. Embassy to Jerusalem from Tel Aviv and recognizing Israeli sovereignty in disputed areas such as the Golan Heights. Kushner also has close ties to Israel’s prime minister, Benjamin Netanyahu.”
The Census Bureau missed it’s end-of-year deadline to produce numbers that determine representation in Congress and the Electoral College for the next decade. The agency is working toward Jan. 9 as an internal target date for completing the current stage of processing records. "If we miss Jan. 9, it's hard to envision that we would get apportionment done before inauguration," a Census employee told NPR.
The final timing of the 2020 census results' release could undermine President Trump's efforts to make an unprecedented change to who is counted in key census numbers before leaving office… If the first census results are not ready until after Trump's term ends on Jan. 20, it would be President-elect Joe Biden, not Trump, who would get control of the numbers, which are ultimately handed off to Congress for certification.

Best known for dating models Elle Macpherson, Claudia Schiffer, Kylie Minogue and Sophie Dahl (also in Epstein’s ‘Black Book’). Jefferies has attended fundraisers for ARK Academy and the NSPCC. He truly cares about children. Johnson, Richard & Nadine: Nadine is a millionaire public relations guru. Nadine is a good friend of Ghislaine Maxwell’s. Some clients of Nadine Johnson include spirit cooking extraordinaire Marina Abramovic and hotelier Andre Balazs, good friend of Ghislaine. Richard is one of the most well-known gossip columnists and was the editor of Page Six for twenty-five years. Basically, Richard Johnson is friendly with the Clintons and, as Page Six Editor, purposely did not report or downplayed stories on the Clintons and Nadine’s clients. He also took bribes. Considering Nadine is a good friend of Ghislaine, it would not be a stretch to assume that Richard could have buried stories on Maxwell and Epstein. Jones, Ann & Mick: Mick is the guitarist of Foreigner, an immensely popular rock band in the ‘70s and ‘80s. His wife, Ann, is a jewelry designer, and friend of Ghislaine. Friend and advisor to Lee Iacocca, former President of Chrysler. He worked as Special Project Officer for the U.S. Department of State under President John F. Kennedy and AG Robert F. Kennedy. He had tons of connections. Besides politics, Ted is best known for the Chappaquiddick incident in which a young female speechwriter for RFK drowned to death when he lost control of his vehicle while driving across a bridge. He was charged with leaving the scene of an incident and given a two month suspended sentence. Ted was also notorious for his extramarital affairs. Senator Kennedy once hosted a party at his house attended by Bill Clinton and Lynn Forester de Rothschild. Kenneth L. Smith March 30, 1935 - May 13, 2020 Kenneth Leroy Smith, "Walladawish," was one of the most important leaders of Indian Country and the most influential leader the Confederated Tribes of Warm Springs had ever seen. He passed peacefully May 13, 2020 in his Warm Springs home overlooking the Deschutes River, surrounded by family. He was a passionate advocate for the Indian Nation, giving a voice to those who had no voice. He believed the highest priority was to invest in the future generations of his people with the utmost respect and integrity, and to work together to make long-term strategic approaches instead of short-term gains. His philosophical outlook was taken from his grandparents. He said, "My grandparent's legacy will not end here. They instilled so much in me that I will carry forward my studies, my career direction, and a heart full of love for my family and a passion for my people. I will carry all they gave me with hopes the younger generations will follow, as I did them." He followed his roots to give Indian Country the voice it deserves. This included regulations and policies so Tribes could protect the forests, the wildlife, water, air, economics, the people, the children and the Tribal governments. In addition to creating economic sovereignty with his own people, he traveled all over the Country helping many other Tribes in numerous ways. He said, "I believe in the strengths of Indian people which have enabled them to endure and survive. I believe Indian people have the will and the ability to self-govern. The fulfillments, hopes and aspirations of Indian people and their Tribal governments must come from within." Ken was born into the Wasco Tribe March 30, 1935 and raised by his grandparents, Annie and Wesley Smith, on Dry Hollow Ranch on the Confederated Tribes of Warm Springs Reservation. The ranch did not have electricity, running water or paved roads. He said "I learned what self reliance was growing up on the ranch with my grandparents. They taught me good work habits, to always show up 15 minutes early and the value of education. As a kid, my grandma Annie, Aunt Zelma and I would go pick huckleberries, raspberries, strawberries, and in the fall dig up potatoes." Ken and his grandfather fished for salmon and eel at Celilo Falls on the Columbia River. He always said that the ranch life of cattle and horses taught him about hard work, respect, listening, learning and how to be effective in what one does. He was taught how to take care of his physical body, mind and spiritual soul. Ken attended boarding school in Warm Springs grades 1-6. He was Junior Class President at Madras High School and excelled as running back in football, 100 yards sprinting and long jumping for the track team. In 1959 he earned his BS degree in Business Administration with emphasis in accounting, from the University of Oregon. At which time he was the second Native American to graduate from U of O. Ken and Sybil Cowapoo were married in 1959 and later welcomed their children, Greg and Michele into the world. In 1959, he immediately went to work for the Confederated Tribes of Warm Springs as an accountant. Thereafter, he worked as Head Accountant, Controller, Assistant General Manager, Acting General Manager, and as General Manager 1971-1981. He also served three years as an elected member of the 10th Tribal Council. Under his guidance the Kah-Nee-Ta Lodge Resort was built and the Warm Springs Power Enterprises completed, which was the first federally licensed hydro-electric project on any Indian Reservation. His leadership style was believing in working together and ensuring the team was strong. He was a humble and fair man who always smiled and strived to keep the workplace in balance. Although he enjoyed joking around, he kept everyone on task towards accomplishing their goals for the benefit of all. In 1981, he married Jeanie Marie Bussey Thompson, and their epic romance and adventures continued for 34 years, until her passing in 2015. Along with Jeanie, her two daughters, Debra and Becky Rae were brought into the family. In their retirement, Ken and Jeanie traveled to many countries experiencing different cultures. They lived between their homes in Warm Springs, Portland and Palms Springs. Their life together was full, vital, rich, diverse and full of mutual respect. In 1981, newly elected President Reagan, asked Ken to serve as the Assistant Secretary of the Interior Department for Indian Affairs. As Assistant Secretary, Ken controlled a budget of one billion dollars, oversaw a workforce of 16,000, worked with 300 Tribes in the lower 48 states and provided services to 190 Alaskan Native Organizations. He administered 52,000,000 acres of trust land for Tribes and Indian people. Tim Giago, President and Publisher of "Indian Country Today" wrote, "Ken Smith was the best Assistant Secretary Indian Tribes have ever known." From 1989-1995, Smith returned as Chief Executive OfficeSecretary-Treasurer for the Confederated Tribes of Warm Springs. He was responsible for the second largest work force in North Central Oregon with an annual payroll of more than $24 million dollars at the time. The Confederated Tribes of Warm Springs was renowned for being one of the most progressive and successful tribes in the United States. The stages of planning may have been just an announcement or groundbreaking. Alon Las Vegas A proposed luxury hotel and casino located on the Las Vegas Strip on the former site of the New Frontier Hotel and Casino, announced in 2015. The project was put in doubt after Crown Resorts announced in late 2016 it was suspending its involvement in the development. Crown announced in December 2016 that it was halting the project and seeking to sell its investment. The remaining partner Andrew Pascal announced he was seeking other partners to proceed with the project. However in May 2017, the land went up for sale. The land was later purchased by Steve Wynn. Beau Rivage Steve Wynn, who had purchased and demolished the Dunes hotel-casino, had originally planned to build a modern hotel in the middle of a man-made lake. He later built the Bellagio with a man-made lake in the front of the hotel. The name was later used by Wynn for a resort built in Biloxi, Mississippi. Caribbean Casino In 1988, a sign for a proposed casino was erected on a fenced vacant lot on Flamingo Road. Standing near the sign was a scale model galleon. For several years, that was all that stood on the property. The empty lot was the source of many jokes by the locals until the ship, which was later damaged by a fire started by a homeless person, was torn down in the 1990s and the lot became the site of the Tuscany Suites and Casino co-owned by Charles Heers, who has owned the property since the 1960s. Carnival In 1990, the Radisson group proposed a 3,376-room hotel next to the Dunes, with a casino shaped like a Hershey's Kiss. Cascada A proposed resort that was to have been built on the site of El Rancho Vegas. The parcel is now partially taken by the Hilton Grand Vacations Club and Las Vegas Festival Grounds. City by the Bay Resort and Casino A San Francisco-themed resort was proposed for the site of the New Frontier Hotel and Casino. The project was rejected in favor of the Swiss-themed Montreux, which was also eventually cancelled. Countryland USA A country music-themed resort was planned for construction of the site of the former El Rancho Hotel and Casino. For some years, the El Rancho sign stood with the words "Coming Soon - Future Home of Countryland USA." Craig Ranch Station Main article: Craig Ranch Station A Mediterranean-themed hotel-casino for North Las Vegas, proposed by Station Casinos in March 2000. The project faced opposition from nearby residents, which led to the proposed location being changed to a vacant property on the nearby Craig Ranch Golf Course. Residential opposition to the new location led to the project being rejected by the Nevada Gaming Policy Committee in March 2001. Station Casinos still had the option to develop the project on the initial site, but the project was cancelled entirely in July 2001, following a weak financial quarter for the company. Crown Las Vegas Main article: Crown Las Vegas Formerly known as Las Vegas Tower, the Crown Las Vegas was to have been a supertall skyscraper built on the former site of a Wet 'n Wild water park. In March 2008, the project was canceled and the property was put up for sale. Desert Kingdom In 1993, ITT Sheraton purchased the Desert Inn casino, and had announced plans to develop the large parking lot into a Balinese themed resort to complement the Desert Inn. The project was never developed and the site is now the location of Wynn Las Vegas. DeVille Casino After building the Landmark Hotel and Casino on Convention Center Drive and selling it to Howard Hughes, developer Frank Carroll built the DeVille Casino across the street from the Landmark at 900 Convention Center Drive in 1969. Chips were made for the casino (and are sought-after collectibles), but the casino never opened. The building was renovated in 1992 as a race book parlor named Sport of Kings which closed after nine months. It became the location of The Beach nightclub, which was demolished in 2007 to make room for a planned 600-unit tower that was never built. The land sits currently empty. Echelon Place Main article: Echelon Place An announced project by Boyd Gaming planned to have a hotel built on the property of the former Stardust Resort & Casino. Construction was suspended on August 1, 2008 due to the Great Recession. In March 2013, Boyd Gaming sold the proposed site for $350 million to the Genting Group, which is redeveloping the project as the Asian-themed Resorts World Las Vegas. Fontainebleau Las Vegas Main article: The Drew Las Vegas Located on the Las Vegas Strip and originally known as Fontainebleau Las Vegas. Construction began in 2007, and the resort was to include a casino, 2,871 hotel rooms, and 1,018 condominium units. Construction on the $2.9 billion project ceased in 2009, the year of its planned opening. Investment firms Witkoff Group and New Valley LLC purchased the unfinished resort in 2017. In 2018, Witkoff and Marriott International announced a partnership to open the renamed project as The Drew Las Vegas in 2020. The resort will include a casino and three hotels totaling nearly 4,000 rooms, with the condominium aspect removed from the project. Harley-Davidson Hotel and Casino A resort themed after the motorcycle manufacturer Harley-Davidson was proposed, complete with hotel towers shaped like gigantic exhaust pipes, but was never built. Jockey Club Casino The Jockey Club is a condominium and timeshare resort at 3700 Las Vegas Boulevard South. It was planned to have a casino, and chips were made for its use, but the casino was never opened. Kactus Kate's By April 1994, Gold Coast Hotel and Casino owner Michael Gaughan was interested in building a hotel-casino in North Las Vegas, at the northeast corner of North Rancho Drive and Carey Avenue. In January 1995, the city planning commission approved the rezoning of the land for use as a hotel-casino. The resort, to be named Kactus Kate's, would be built by Gold Coast Hotel/Casino Limited. The hotel would include 450 rooms, and the casino would be 105,000 sq ft (9,800 m2), later decreased to 102,000 sq ft (9,500 m2). The resort would be located directly north of the nearby Fiesta and Texas Station resorts. In December 1998, Coast Resorts, Inc. received approval from the planning commission for a use-permit relating to the undeveloped property. In November 2000, the planning commission unanimously approved a two-year extension on the permit, giving the company more time to decide whether it would build Kactus Kate's. Because of a 1999 Senate bill that placed restrictions on casinos in neighborhoods, Coast Resorts had a deadline of 2002 to build the casino. The hotel would measure over 100 feet (30 m) high, and Coast Resorts was required to notify the Federal Aviation Administration of its final plans, due to the site being located less than 1,000 feet (300 m) from a runway at the North Las Vegas Airport. In January 2001, Station Casinos purchased the 29-acre (12 ha) site for $9 million. Coast Resorts president Harlan Braaten said, "As we saw the competitive nature of that area intensify, in terms of the size of competing facilities, we just felt we would have to build something much bigger than we had intended to compete with Texas Station and Santa Fe Station. It was just going to be a very expensive project, and we didn't feel the returns would be that good." Station Casinos planned to sell the property as a non-gaming site. Las Vegas Plaza Main article: Las Vegas Plaza Not to be confused with the Plaza Hotel & Casino. This was to have been modeled after the Plaza Hotel in New York City. The project was announced shortly before the demolition of the New Frontier Hotel and Casino, where the new hotel would be built. Las Vegas Plaza was cancelled in 2011 due to the Great Recession. London Resort and Casino This announced project was to have been themed around the city of London, and featuring replicas of the city's landmarks. The project was to be built on land across from the Luxor Hotel and Casino. A second London-themed resort was to be built on the former land of the El Rancho Hotel and Casino. Neither project ever began construction. London, Las Vegas This was a proposed three-phase project using London as its design inspiration. When completed, the 38.5-acre (15.5 ha) property would have featured 1,300 hotel rooms, a casino, a 500-foot-tall (152.4 m) observation wheel named Skyvue (partially constructed), and 550,000 square feet (51,097 square meters) of restaurants and shops — all of which would be architectural replicas of various British landmarks and neighborhoods. The project was to be constructed on land across from the Mandalay Bay Hotel and Casino on the Las Vegas Strip, where — as of November 2019 — the partially-constructed Skyvue still stands. The wheel was to be "Phase I of London, Las Vegas". Montreux Resort This Swiss-themed resort was to have been built on the property of the former New Frontier Hotel and Casino, but was ultimately cancelled. Moon Resort and Casino Proposed by Canadian developer Michael Henderson, this is a planned 10,000-room, 250-acre (1.0 km2) lunar-themed casino resort. Gaming experts doubt it will ever be built in Las Vegas, simply because the space planned for it is too large for the Las Vegas Strip. NevStar 2000 Further information: Craig Ranch Station § NevStar 2000 Proposed by NevStar Gaming in 1998, the NevStar 2000 entertainment complex in North Las Vegas would have included a hotel and casino, but the project faced opposition from nearby residents who did not want a casino in the area. The project was cancelled when NevStar Gaming filed for bankruptcy in December 1999. North Coast/Boyd Gaming project In May 2003, Coast Casinos had plans for the North Coast hotel-casino, to be built at the southwest corner of Centennial Parkway and Lamb Boulevard in North Las Vegas. The project would be built on approximately 40 acres (16 ha) of vacant land, surrounded by other land that was also undeveloped. At the time, the North Las Vegas Planning Commission was scheduled to review requests for zoning changes and approvals for the project. The project was not scheduled to be built for at least another four years, after completion of a highway interchange at Lamb Boulevard and the nearby Interstate 15, as well as the completion of an overpass over nearby railroad tracks. Bill Curran, an attorney for the land owner, said, "We're going through the zoning changes now so everybody knows what's going to be out there." The North Coast would include a casino, a 10-story hotel with 398 rooms, a bowling alley, movie theaters, and a parking garage. In June 2003, the Planning Commission voted 6 to 1 to approve preliminary applications necessary to begin work on the North Coast. Boyd Gaming, the owner of Coast Casinos, announced in February 2006 that it would purchase the 40-acre site for $35 million. Jackie Gaughan and Kenny Epstein were the owners at the time. Boyd Gaming had not decided on whether the new project would be a Coast property or if it would be similar to the company's Sam's Town hotel-casino. At the time, no timetable was set for building the project. In March 2007, the project was put on hold. At the time, Boyd Gaming had been securing construction permits for the project but decided to first review growth in the area. Construction had been scheduled to begin in mid-2007. In August 2013, Boyd Gaming sold the undeveloped property for $5.15 million. Palace of the Sea Resort and Casino This was to have been built on the former Wet 'n Wild waterpark site. Conceptual drawings included yacht-shaped towers that housed suites, a casino resembling the Sydney Opera House and a 600-foot (180 m) tall Ferris wheel-type attraction dubbed a "Sky Wheel". It never left the planning stages. Paramount Las Vegas A casino and hotel and condo resort with more than 1,800 units that was planned by Royal Palms Las Vegas, a subsidiary of Royal Palms Communities. The project was to replace the Klondike Hotel and Casino at the south end of the Las Vegas Strip, beside the Las Vegas welcome sign. The resort was approved in October 2006, but an investor pulled out of the project in August 2007, and the land was put up for sale in May 2008. Pharoah's Kingdom Pharoah's Kingdom was planned as a $1.2 billion gaming, hotel and theme park complex to be built on 710 acres (290 ha) at Pebble Road and Las Vegas Boulevard, five miles south of the Las Vegas Strip. Construction was approved in October 1988, with Silano Development Group as the developer. The project would have an Egyptian theme, including two 12-story pyramids made of crystal, with each containing 300 suites. The hotel would have a total of 5,000 rooms, making it the largest in the world. The 230,000 sq ft (21,000 m2) casino would include 100 table games and 3,000 slot machines, while an RV park, mini-golf, a bowling alley, and a video game arcade would be located beside the casino area. Three of the project's various pyramid structures would house the 50-acre (20 ha) family theme park. Other features would include sphinxes, man-made beaches, waterways resembling the Nile river, an underwater restaurant, a 24-hour child-care facility, a 100-tenant shopping promenade, and a repertory-style theater that would be overseen by actor Jack Klugman. Additionally, the resort would feature an 18-hole PGA Championship golf course, and a monorail located within the theme park. The project would have one mile of frontage along Las Vegas Boulevard. Frank Gambella, president of the project, stated that financing was in place, with groundbreaking planned for March or April 1989. Gambella said the project would be financed by several entities, with the money coming from a Nevada corporation, suggesting the entities would be grouped together as an umbrella corporation. Gambella stated that the project could be opened by Labor Day 1990. The resort was expected to employ 8,000 people. Following the completion of the resort, Gambella said a complex of 750 condominiums would be built on the land along with 900 retirement-care apartments. The project was cancelled shortly after it was announced, as authorities became suspicious of developer Anthony Silano's fundraising efforts for the project. It was discovered that Silano and his associates hacked into the Switzerland bank accounts of Philippine president Ferdinand Marcos following his death in 1989. Silano pleaded guilty to federal conspiracy charges. Another Egyptian-themed resort, Luxor Las Vegas, would open on the south Las Vegas Strip in 1993. Planet Hollywood Resort (original plans) Not to be confused with the current Planet Hollywood Resort and Casino. Originally planned to open in the late 1990s on the site of the Desert Inn, it was to be one of the largest hotels in Las Vegas. Because of the bankruptcy of Planet Hollywood Restaurants, the hotel was never built. However, in the 2000s, a group of investors bought the new Aladdin Hotel and Casino and remodeled it with a modern Hollywood theme. Playboy Hotel and Casino A proposed casino resort themed after Playboy magazine was rejected in favor of a nightclub and suites built at the top two floors of the new Palms tower. The planned location for the Playboy Hotel and Casino, on the Las Vegas Strip, was later used for the Cosmopolitan resort. Santa Fe Valley Main article: Santa Fe Valley Santa Fe Gaming, which owned the Santa Fe hotel-casino in northwest Las Vegas, had plans for a second Santa Fe property in 1996. The Santa Fe Valley would be built on a 40-acre (16 ha) lot in Henderson, Nevada, adjacent to the Galleria at Sunset mall. The start of construction was delayed several times because of poor financial quarters for Santa Fe Gaming, and because of the company not yet receiving financing for the project. Site preparation started in July 1998, with an opening date scheduled for December 1999, but construction never began. In 1999, the property was sold to Station Casinos, which sold the land a year later for use as a shopping center. Shenandoah Hotel and Casino A project by Wayne Newton. Although the hotel operated for a short time at 120 E. Flamingo Road, the management was unable to get a gaming license. After years of floundering it was sold to a Canadian company and became Bourbon Street Hotel and Casino. Silver City proposals By January 2000, Luke Brugnara was planning to build a San Francisco-themed resort on the site of the closed Silver City Casino. Brugnara intended to give Silver City a multimillion-dollar renovation, with plans to have a fully operational hotel-casino by 2002. In March 2001, Brugnara's request for a gaming license was rejected. In May 2002, it was announced that Brugnara had sold the casino while retaining six acres located behind the building. In 2003, Brugnara was planning to build a 24-story, 304-room hotel and casino resort on a portion of the Silver City property. The resort, to be named "Tycoon", was to be designed by Lee Linton, with an expected cost of approximately $100 million. Starship Orion International Thoroughbred Breeders (ITB) announced plans to demolish the El Rancho and construct Starship Orion, a $1 billion hotel, casino, entertainment and retail complex with an outer space theme, covering 5.4 million square feet (501,676 square meters). The resort was to include seven separately owned casinos, each approximately 30,000 square feet (2,787 square meters). Each potential casino owner was to contribute up to $100 million to own and operate a casino within the complex. The complex would have included 300,000 square feet (27,871 square meters) of retail space, as well as 2,400 hotel rooms and a 65-story hotel tower. ITB hoped to begin construction later in 1996, with a planned opening date of April 1998. Sunrise This was to have been located at 4575 Boulder Highway. Property developer Michael Mona Jr. built the hotel-casino and stated that he was going to break tradition by starting a "casino without a theme". He failed to get an unrestricted gaming license when suspicions arose concerning his associations with alleged organized crime figures. Chips were made for the casino, but were never used. The building was opened as Arizona Charlie's Boulder. Titanic In 1999, Bob Stupak was planning a 400-foot-high (122 m) resort themed after the RMS Titanic, to be built on a 10-acre (4 hectares) property he owned near downtown Las Vegas. The resort would have included 1,200 rooms, 800 of which were to be used for timeshares to help finance the project. That year, planning commissioners rejected Stupak's request to change the zoning to allow for a hotel. The project was later planned for the former site of the El Rancho Vegas on the Las Vegas Strip, but was rejected by the Las Vegas City Council. W Las Vegas Main article: W Las Vegas W Las Vegas was proposed in August 2005, as a $1.7 billion joint project between Starwood and Edge Resorts, with a scheduled opening in 2008. The project would include a 75,000 sq ft (7,000 m2) casino and approximately 3,000 hotel, condo hotel, and residential units. The project was cancelled in May 2007, after Starwood pulled out of the deal. Wally's Wagon Wheel Wally's Wagon Wheel was to be developed by Walter Weiss through his company, Magna Leisure Partnership. The project was proposed for 2200 South Boulder Highway in Henderson, between Wagon Wheel Drive and Roberts Road, near Henderson's Old Vegas western theme park. Manga Leisure Partnership purchased the 15.5-acre property in late February 1988. Weiss, at that time, had tentative plans for a western-themed, 112-room property known then as the Wagon Wheel Hotel and Casino. The Wagon Wheel was expected to cost $15 million, and financing had yet to be obtained for the project, which Weiss expected to open in early 1990. The project, which would include a 55,000 sq ft (5,100 m2) casino, was to be built in two phases. By October 1991, Wally's Wagon Wheel remained unbuilt due to difficulty obtaining financing. That month, the Henderson Planning Commission voted to give Weiss more time to make progress on the project. At that time, the project was to include 204 hotel rooms and would be built on 13.30 acres (5.38 ha). Weiss noted that the nearby successful Sam's Town hotel-casino opened with 204 rooms, and he believed his project would be successful if he opened with the same amount of rooms for good luck. By the end of 1992, Weiss had still not acquired financing for Wally's Wagon Wheel. At the time, the project was the largest of five casinos being planned for Henderson. The three-story project was to include 200 rooms, two restaurants, a theater lounge for country and western entertainment, and a large bingo room. Weiss stated that groundbreaking was scheduled for May 1993, with an expected opening in June 1994. The hotel-casino would employ approximately 600 people upon opening. Weiss met with nearby residents to discuss the project, and he had the original design changed to include a larger buffer zone between homes and the hotel-casino. In November 1994, the Henderson Planning Commission voted to recommend approval of Weiss' requested zone change as part of the redesign. The project, at that time, was to include a one-story casino and a four-story hotel with 400 rooms. In December 1994, the Henderson City Council rejected Weiss' plans for a 200-foot (61 m) buffer. In July 1997, the unbuilt project received its sixth extension from the Henderson Planning Commission for a use permit and architectural review. In August 1997, the Henderson City Council approved the sixth extension, but denied Weiss' appeal for a one-year extension, instead giving him six months to make progress on the project. Up to that time, $1.7 million had been invested in the project by Magna Leisure Partnership. As of 1998, the project was expected to cost $80 million and employ at least 1,200 people, and the proposed site had increased to 19 acres (7 ha). At that time, Weiss stated that he was close to obtaining financing for the project from a casino operator. The project was never built. Wild Wild West Not to be confused with Wild Wild West Gambling Hall & Hotel. As of 1993, Station Casinos owned a 27-acre (11 ha) site on Boulder Highway with the potential to be developed as a casino. The site was located across the street from Sam's Town hotel-casino. In January 1998, Crescent Real Estate Equities Co. announced plans to purchase Station Casinos, which had intended to sell the land prior to the announcement. By March 1998, Station Casinos was planning to develop a hotel-casino complex on the land, which was occupied by a vacant strip mall. The complex would be known as Wild Wild West, with local residents as the target clientele. Crescent's purchase of Station Casinos failed in August 1998, and Station Casinos subsequently slowed its plans to build the project. By the end of the year, the project had received approval from the Clark County Planning Commission for a 273,000 sq ft (25,400 m2) casino and a 504-room hotel. No timetable for construction was announced, and Station Casinos had already decided by that point not to start any new projects prior to 2000. Station Casinos sold the undeveloped land for $11.2 million to Wal-Mart Stores, Inc. in April 2004. World Port In 2000, Howard Bulloch, David Gaffin, and their partner Tom Gonzales transferred ownership of the Glass Pool Inn property to their group, known as New World, with plans for a megaresort. New World purchased several other nearby motels to accumulate a 77-acre (31 ha) parcel located on the Las Vegas Strip and east of the Mandalay Bay. In January 2001, plans were announced for World Port Resorts, a megaresort consisting of hotel-casinos, a convention center and a fine arts facility. The project was to be built on the 77-acre (31 ha property, a portion of which was occupied by the Glass Pool Inn. World Trade Center To have been located at 925 East Desert Inn Road. Leonard Shoen, co-founder of U-Haul truck rental, purchased the property of what had been the Chaparral Hotel & Casino in 1996, renovating it into the World Trade Center Hotel. A gaming license was applied for, but when it was discovered that two of Shoen's closest partners were convicted felons, the application was denied in 1998. He withdrew his application, and died in a car crash in 1999 that was ruled a suicide. Cards and gaming chips were produced for the World Trade Center Casino, but were never used. The property has since been demolished and is now a parking lot, part of the Las Vegas Convention Center Annex. World Wrestling Federation A casino resort themed after the World Wrestling Federation (WWF) was proposed for a property near the Interstate 15 freeway across from Mandalay Bay. The project never went past the proposal stage. The land where it would have stood is now Allegiant Stadium. WWF also proposed to open the project on the property once used by the Clarion Hotel and Casino, which was demolished in 2015 to become a parking lot. Xanadu In February 1976, the Clark County Commission approved the 23-story Xanadu resort, to be built on the Las Vegas Strip at the corner of South Las Vegas Boulevard and Tropicana Avenue. The resort would include approximately 1,700 hotel rooms and a casino, as well as convention facilities, a showroom, dining, and indoor tennis courts. The resort was to be developed by Tandy McGinnis – of Bowling Green, Kentucky – and his Xanadu Corporation, and would be built on 48.6 acres (19.7 ha) owned by Howard Downes, a resident of Coral Gables, Florida. The Xanadu would feature a pyramid design, and was expected to cost $150 million. It would have been the first themed mega-resort. Much information and many artifacts of the project are housed at the University of Nevada, Las Vegas library. The Excalibur Hotel and Casino ultimately opened on the property in 1990. Opinions A history of Donald Trump’s business dealings in Russia By David Ignatius Opinion writer November 2 President Trump takes questions from reporters before boarding Marine One (Drew AngereGetty Images) MOSCOW — An ice-blue 14-story office tower called Ducat Place III is the building that President Trump might have constructed here, with help from a business friend named Howard Lorber who came with him to scout the market in 1996. But like so many other Trump adventures in Russia, this one proved a tantalizing but futile dead end. Trump is angrily dismissive when questions are raised about his Russian contacts. He calls the investigation by special counsel Robert S. Mueller III a “witch hunt” and media reports about his Russia connections “fake news” and “fabrication.” He tweeted in January, shortly before his inauguration: “I HAVE NOTHING TO DO WITH RUSSIA — NO DEALS, NO LOANS, NO NOTHING!” As the Mueller investigation accelerated this week with the indictment of former Trump campaign chairman Paul Manafort and the plea deal reached with former campaign foreign-policy aide George Papadopoulos, the context of the probe becomes newly important. How did Trump accumulate his network of Russian business contacts in the years before the 2016 campaign? What’s the prehistory of Trump and Russia? Read These Comments The best conversations on The Washington Post The Mueller investigation is still in its opening round, and it’s far too early to make any judgments about Trump’s own actions. A member of Trump’s inner circle told me that he advised the president recently, “This is the most innocent you’ve ever been of any allegation.” But to reach a judgment, you first must understand the history of Trump’s fascination, bordering on obsession, with Russian business deals. The simple truth is that Trump has been hungry for Russia projects for more than three decades. He has repeatedly touted plans for a Moscow mega-development and has courted a steady stream of investors from the former Soviet Union for ventures in New York, South Florida and other locations. Trump has enjoyed playing the “big guy” in Moscow. As he bragged to a New York real-estate publication after a November 2013 dinner with prominent business leaders: “The Russian market is attracted to me.” Trump’s Russia connections helped sow the seeds of Mueller’s investigation. The best example is the now-famous June 9, 2016, meeting at Trump Tower organized by Donald Trump Jr. with Russians who had links with the Kremlin. Mueller is investigating whether that meeting was part of a conspiracy to influence the 2016 election. But any potential criminal issues aside, the gathering embodied the Trump family’s 30-year involvement with wealthy tycoons from the former Soviet Union. What follows is an attempt to explain Trump’s encounter with Russia as a narrative. Most of the details have surfaced before, but it has been hard to see the story whole, as a business saga. With Russia, as with so many other aspects of Trump’s business and political life, he has been more pitchman than builder. The flashy young tycoon met Soviet Ambassador Yuri Dubinin at a luncheon and, as he recounted in his 1987 book, “The Art of the Deal,” the two began “talking about building a large luxury hotel across the street from the Kremlin.” With Dubinin’s encouragement, Trump flew to Moscow in July 1987 with his Czech-born first wife, Ivana, to check out potential sites. Trump wrote in his book: “It was an extraordinary experience. . . . We stayed in Lenin’s suite at the National Hotel, and I was impressed with the ambition of the Soviet officials to make a deal.” But Trump was preoccupied with other business projects in the late 1980s, including buying an airline and the Plaza Hotel (which he lost after bankruptcies in 1991 and 1992, respectively), and the Russia hotel deal stalled. Trump explored the Russian market again in 1996, with help from his friend Lorber, who is chief executive of Vector Group, a holding company that back then owned a Russian cigarette company and now owns Douglas Elliman Realty, one of the leading brokerage firms for super-rich Russians seeking property in the United States. Lorber is a fascinating, little-noted member of Trump’s inner circle. Trump described him last year as one of his two closest friends; they’ve helped each other’s children in business, and Lorber introduced Trump to David Friedman, who is now U.S. ambassador to Israel; Friedman’s former partner, Marc Kasowitz, became Trump’s lawyer. Lorber even made a cameo appearance in a 2005 episode of “The Apprentice.” The Trump-Lorber foray in Moscow began with Lorber’s business partner (and close Trump friend) Bennett LeBow, who had acquired the Liggett tobacco company in 1986. One subsidiary, called Liggett-Ducat, marketed the company’s cigarettes in Russia. And Liggett-Ducat had a 98-year lease on a prime development site in central Moscow. With his usual panache, Trump announced plans for a $250 million investment that would include a “Trump International” complex on the Liggett-Ducat site at a November 1996 news conference in Moscow. “We have an understanding we will be doing it,” he said. Trump bragged about his plans in January 1997, when he and Lorber met visiting Russian politician Aleksandr Lebed in New York. A 1997 New Yorker profile of Trump captured their exchange and showed the breadth of Trump’s hopes for Moscow investment and business connections. “We are actually looking at something in Moscow right now, and it would be skyscrapers and hotels, not casinos. Only quality stuff. . . . And we’re working with the local government, the mayor of Moscow, and the mayor’s people. So far, they’ve been very responsive. . . . I always go into the center.” The Moscow mayor Trump cultivated was Yuri Luzhkov. John Beyrle, then U.S. ambassador to Russia, offered this blunt summary of Luzhkov’s approach in a 2010 cable to Washington: “Corruption in Moscow remains pervasive with Mayor Luzhkov at the top of the pyramid. Luzhkov oversees a system in which it appears that almost everyone at every level is involved in some form of corruption or criminal behavior.” Beyrle’s cable was published by WikiLeaks. Whatever inside track Trump thought he had with Luzhkov in 1996, the deal petered out. Trump’s business troubles were mounting at home, and financing may not have been available. (Angel Valentin/for The Washington Post) The Russian moneymaker for Trump in the 2000s turned out, instead, to be investment in U.S. properties bearing his name. Russians were eager to move their capital into fancy condo apartments in New York and Florida. Here, again, his friend Lorber was well connected. Lorber’s real-estate firm Douglas Elliman, hoping to profit from the Russian market, hired a string of Russian-speaking agents who could help rich clients find high-end properties. “If you didn’t target the Russian billionaires, then you shouldn’t be in the business,” said Dolly Lenz, a former Douglas Elliman broker, in a 2008 article in the New York Observer. Lenz told USA Today last year that she had sold about 65 apartments in Manhattan’s Trump World Tower to Russian buyers. “They all wanted to meet Donald,” she said. One magnet for Russian money was a private resort called Fisher Island in Biscayne Bay, just off Miami. Lorber has been a director of the Oceanside at Fisher Island Condominium Association since 2000 and is currently a director of the Fisher Island Club. Among Fisher Island’s many Soviet-born property owners have been Aras Agalarov, a Russian-Azerbaijani magnate who sponsored Trump’s Miss Universe 2013 pageant and whose pop-singer son Emin organized the June 2016 meeting at Trump Tower; and Felix Sater, a Russian-born former adviser to Trump who worked with the Bayrock Group that helped develop the Trump SoHo project in New York. (Lorber declined to comment through Vector’s public-affairs consultant, Emily Claffey of Sard Verbinnen & Co.) Trump’s business deals in South Florida illustrated his blend of panache and caution, his hunger for Russian cash and his ability to skirt disaster. He sold his name to condo projects in an area called Sunny Isles Beach, helped pump up the market there and walked away unscathed when it crashed. “The city has earned the nickname ‘Little Russia’ for its high percentage of Russian-speaking residents,” notes the Douglas Elliman website, pitching high-rises there to prospective buyers. The Miami Herald reported that according to U.S. Census data, nine percent of Sunny Isles Beach households have Russian origins, the largest percentage of Russians in Miami-Dade County. Sunny Isles is a case study in how Trump does business. It was once a decidedly un-chic beachfront north of Miami, “a place where your uncle who lives on Social Security would go on vacation,” says Peter Zalewski, a Florida real-estate consultant. But after it incorporated as a separate jurisdiction within Miami-Dade County, with business-friendly local managers, it became a magnet for investment — and was rebranded as “Florida’s Riviera.” Trump’s name graces a string of sleek buildings along this strip of coast. First was the Trump International Beach Resort, a complex completed in 2004. Then came Trump Palace in 2006; Trump Towers I, II and III, built in 2007, 2008 and 2009; and Trump Royale in 2008. But Trump’s developer friends plunged into Sunny Isles at the wrong time. According to a 2010 article at SouthFloridaCondos.blogspot.com, unit prices at the three Trump Towers buildings dropped nearly 40 percent from the 2005 pre sales period. As the market crashed, the construction loan for Trump Towers had to be restructured. Trump Hollywood, another glitzy project further north, was driven into foreclosure in 2010. Trump deftly distanced himself from the developers’ troubles, telling the Sun-Sentinel that he questioned their “timing.” But the condo market gradually improved, thanks in part to Russian buyers. A Reuters investigation found that 63 people with Russian addresses or passports have purchased $98.4 million of property in Trump-branded condos in South Florida. Trump also had a personal infusion of Russian cash in the liquidity-starved 2008 market. That year he sold for a handsome $95 million a Palm Beach waterfront mansion he bought at auction in 2004 for just $41.35 million — more than doubling his money at a time when much of the South Florida market was underwater. The buyer was Russian oligarch Dmitry Rybolovlev. Dezer Development, the real-estate company that helped attach Trump’s name to six projects in Sunny Isles Beach, saw Trump’s presidential campaign as a promotion opportunity. “It’s a free press release,” Gil Dezer told Bloomberg News in August 2016. (Stephanie Keith/Reuters) Helping build the Trump-Russia pipeline in the fragile 2008 market was Donald Trump Jr. He was a keynote speaker at the June 2008 Russian Real Estate Summit in Moscow, where he touted the Trump Organization’s plans to build condos and hotels in Moscow, St. Petersburg and Sochi. At a New York real-estate conference in September 2008, Trump Jr. was frank about the tide of Russian money supporting the family business. “In terms of high-end product influx into the U.S., Russians make up a pretty disproportionate cross-section of a lot of our assets. . . . We see a lot of money pouring in from Russia,” said the young Trump, according to a Sept. 15, 2008, article about the conference. He said he had made a half-dozen trips to Russia during the previous 18 months. A project that had significant financing from former Soviet Union investors was Trump SoHo, a 46-story condo-hotel project in Lower Manhattan that opened in September 2007. One development partner was the Sapir Organization, founded by Tamir Sapir from Georgia. Another partner was Bayrock, founded by Tevfik Arif, a Kazakh-born businessman who brought in Sater. As has been widely reported, Sater went to prison in 1993 after stabbing a man, and later became an FBI informant. For the elder Trump, these ex-Soviet investors were important assets for the future. He said in a deposition in a Trump SoHo lawsuit: “Bayrock knew the people, knew the investors. . . . And this was going to be Trump International Hotel and Tower Moscow, Kiev, Istanbul, etc., Poland, Warsaw.” Trump Jr. continued traveling to Russia and Eastern Europe, prospecting for business. He was interviewed in May 2012 before giving a speech to a real-estate conference in Riga, Latvia. His comments, captured on YouTube, explain why the Trump Organization saw the former Eastern Bloc as crucial: “It’s a part of the world that now you’re starting to see some amazing architecture, some incredible real estate, you’re seeing a real big boom in wealth. . . . (Irina BujoAP) The apex of Trump’s personal fascination with Russia may have been 2013, when he brought the Miss Universe pageant to Moscow and talked, yet again, of building a “Trump Tower” there. His business partner in the pageant was Aras Agalarov, president of Crocus Group, a shopping-mall developer. Forbes magazine notes that he has been called “the Trump of Russia” because of his glitzy personal marketing. Trump and Agalarov formed an ebullient partnership over a dinner in Las Vegas on June 15, 2013, captured on the Internet. As Trump began hyping the pageant, he even tried to draw in Russia’s president himself, tweeting on June 18, 2013: “Do you think Putin will be going to The Miss Universe Pageant in November in Moscow — if so, will he become my new best friend?” The Miss Universe red carpet was rolled out Nov. 9, 2013. Emin Agalarov sang a song, and Miss Venezuela was crowned the winner. A story published that day by RT touted Trump’s latest business plans for Russia, quoting him: “I have plans for the establishment of business in Russia. Now, I am in talks with several Russian companies to establish this skyscraper.” Aras Agalarov was quoted saying he was participating in talks to be Trump’s partner in the project. Agalarov hosted a dinner for Trump at the Moscow branch of Nobu, which he owned. The co-host was Herman Gref, the chief executive of Sberbank, Russia’s largest bank, and a close adviser of President Vladimir Putin. An ebullient Trump saluted Agalarov in a Nov. 11 tweet: “I had a great weekend with you and your family. You have done a FANTASTIC job. TRUMP TOWER-MOSCOW is next.” The Trump-Agalarov contacts continued. Trump’s daughter Ivanka visited Moscow in February 2014 and toured Crocus City Hall. Emin Agalarov performed at a golf tournament the next month at the Trump National Doral, near the family property at Fisher Island. (Video: Elyse Samuels, Jenny Starrs/Photo: Jabin Botsford/The Washington Post) And then, finally, came an event that Mueller is said to have examined carefully — the meeting in June 2016 where Russian lawyer Natalia Veselnitskaya met with Trump’s inner circle. It helps to recall the long history of Trump’s business dealings with Russia when you read this June 3, 2016, email to Trump Jr. from Rob Goldstone, the publicist for Emin Agalarov: “Emin just called me to contact you with something very interesting. The Crown prosecutor of Russia met with his father Aras this morning and in their meeting offered to provide the Trump campaign with some official documents and information that would incriminate Hillary and her dealings with Russia and would be very useful to your father. This is obviously very high-level and sensitive information but is part of Russia and its government’s support for Trump — helped along by Aras and Emin.” To which Trump Jr. answered: “I love it.” The meeting took place on June 9 with, among others, Trump Jr., Jared Kushner, Manafort and Veselnitskaya, a lawyer with links to the Kremlin. Veselnitskaya says her real goal was to lobby the Trump team to oppose the Magnitsky Act, which she described in a May 31, 2016, memo as “the beginning of a new round of the Cold War,” echoing Putin’s line. As the new president was taking office, the Trump brand sparkled brighter than ever for Russians. The Miami Herald reported on Jan. 30 that in November 2016, Russians topped the list of foreigners looking for homes in the Miami area. Oren Alexander, one of the top brokers at Douglas Elliman, explained the post-election trend to the Herald: “There’s no doubt that Russian buyers think America is a good place to be again.” Among the places that attracted Russian purchasers, he said, were Sunny Isles Beach and Fisher Island. Mueller’s investigation might tell us whether any of these Trump-Russian business connections improperly melded into the 2016 campaign. But at the core of Trump’s interaction with his Russian friends is an insight they have shared ever since Soviet days: Politics may be transitory, but real estate is forever.
